Crystal City adopted the 2000 edition of the International Residential Code, and it did so with a rolling clause. Section 10-63 adopts that edition as amended, revised and corrected, to include all future editions, revisions, amendments, corrections and appendixes. The ordinance is dated 29 November 2002 and has not needed replacing since, which is a very different drafting choice from the one George West made.

The city then amended the code in Section 10-64, and the amendment is a South Texas one: it rewrites the protection-against-decay provision for sills and sleepers on a concrete or masonry slab in direct contact with the ground. That is a slab-on-grade town writing its own moisture rule, and it tells you what the local failures actually are.

Section 10-5 lists the work that needs no permit here, and the list is instructive: painting, wallpaper, tile, carpet, cabinets, countertops, small water tanks, shade cloth, awnings and movable partitions. Re-roofing is not on it. Forty-two miles east in Cotulla, re-roofing is expressly exempt. Same region, same climate, opposite answers, and the difference is one ordinance.

The fee is by valuation rather than a flat roof charge. Section 10-248 sets $15.00 per thousand for the first $1,000, then $6.00 for each additional thousand up to $15,000, with a $35.00 flat fee for a non-compliance reinspection. Section 10-8 adds that starting work before the permit issues carries a fine equal to the permit fee.

One more thing separates this city from most of its neighbors. Under Section 10-2 the code enforcer's authority runs inside the corporate limits and inside the extraterritorial jurisdiction, so a house just outside the sign is not automatically outside the process. We ask which side of that line an address falls on before we write a scope.

The commercial roofs are the packing and storage buildings, and they carry large low-slope decks with remarkably few drains for the area they are asked to clear in a heavy rain. Outlet diameters get measured and written down before anybody on our side discusses which membrane goes on top, because a membrane over an undersized outlet is a slower failure, not a fixed one.
